Stop reload on PDFs larger than 10-12 pages

Detailed description of issue
We see that in a doc larger than 10-12 pages in a PDF, the document appears to auto reload and send the user back to the top of the PDF. We need to stop this behavior and allow the user to just fill out the doc.

Expected behaviour
The PDF should not reload.

Does your issue happen with every document, or just one?
Every document that is larger than 10 or 12 pages.
