Sorry, but is does not let you scroll when you select the text or try to annotate, here I have tried the demo, it should let you scroll up or down according to the mouse direction as described in the expected behavior

I just tried with a track pad on a MacBook and it is more tricky but it is doable. What seems to be happening is the system gesture takes precedence occasionally and it sometimes prevents the scrolling with the 2 finger vertical gesture. You might need to ‘reset’ that gesture first and then try scrolling up or down while holding down the first click.
I suspect the same thing will happen for Windows.
