Opening of encrypted PDF - license comprasion

I can see that we can open password protected pdf with pdf.js express viewer.

but when I compare PDF.JS EXPRESS VIEWER vs PLUS
https://pdfjs.express/pricing
I can see that Support for 128 bit AES (Advanced Encryption Standard) encryption include only pdftron.

Then what are the differences with open enrypted pdf?
Can I do that on viewer and plus version?

and the second one related to licenses: can we select and export annotations area in both versions (viewer and plus)?
