Any way to separate Free Text from "Fill and Sign" and "Annotate"

I have a workflow where I need to hide the Fill and Sign tool button, but enable the freetext tool from “Annotate”. However, adding the free text in just annotations also enables the “fill and sign” tool group. Is there anyway to just show the Annotate group and hide the Fill and Sign group?
