Detailed description of issue
After merging the pdfs together with annotations, we’re trying to make it read only. However, it only prevents the users from deleting annotations, it doesn’t prevent them from moving them. The lock code similar to this thread Cannot lock pdf but it only makes it such that it can’t be deleted. Is there a way to make it so that users can’t move the annotations as well? Thanks.
