Detailed description of issue
Once the annotation is added to the pdf, the user must be able to move the annotation using drag and drop. I strongly believe that this functionality should be there already, but not able to find so., If not, please guide me how to achieve that.

If your PDF has annotations, you should be able to interact with them by dragging them or drag & dropping them.
You will first need to select the annotation and then drag the annotation. You can see how it works on the demo page: PDF.js Viewer Demo | PDF.js Express
It may be possible that the annotations are restricted based on user and you will need Admin the role to interact with them. See this guide for more details:
