Annotations not getting loaded on viewer after using 'pageComplete' event

Hi,
We are using ‘pageComplete’ event to load annotations and document at a same time.Annotations and document both gets loaded on same time but annotations doesn’t appear on a document. When we move a mouse pointer on the area where annotation should get appeared, it shows the annotation information. When we click on that area then annotation appear and get selected. Also when we zoom a document then annotation get appeared.

could you please provide some information regarding this behavior
