after upgrading to version 7.1 from version 5.1 the ability to use saved signatures seems to be missing with the new ui. is this something that is no longer supported? or is there some way to enable it?

PDF.js Express does not have a version 5.1. Are you looking for PDFTron Webviewer?
Regardless, the new UI also has saved signatures, it can be found under the insert tab.
